The proposed project, Lake Cushman Recreational Improvements, is located adjacent to or in the vicinity of Lake Cushman and Lake Kokanee in Mason County. Tacoma Power,-as part of its FERC relicensing commitments and settlement agreement, is implementing a recre- ational plan to enhance recreational opportuni- ties at the Cushman Hydroelectric project. These improvements are located at 12 locations and are grouped into 5 areas. Improvements include additional campsites, access roads, day use ar- eas with parking, vault toilets, trails, and expan- sion of the existing water system for the USFS Big Creek Campground. Improvements will also be made to the existing informal shoreline access sites in the Staircase Road Recreation PUBLIC NOTICES Area by converting existing informal camp sites to day use only sites. These improvements will define and restrict usage areas in the parking, access (stairs and trails), usage (picnic areas and provide for the addition of portable bathroom facilities. This project also includes a planned relocation of the Dry Creek trail which involves the construction of approximately 1000 lineal feet of new trail and the abandonment of a similar length of existing trail. In addition, parking areas will be upgraded and site improvements will be made for the Dry Creek Trailhead, Bear Gulch Access, Lake Cushman Viewpoint and Lake Ko- kanee boat ramp areas. This project involves a combined 7.76 acres of soil disturbance for the USFS Big Creek Campground upgrade, day use site improvements, parking lot and boat ramp construction activities. Stormwater will be dis- charged to Big Creek, Lake Cushman, and Lake Kokanee. Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology's action on this application, may no- tify Ecology in writing no later than 30 days of the last date of publication of this notice.
