Project Location: The Phase 1A project site is located immedi- ately south of the existing Mason County Public Works Facility located at 100 Public Works Drive just north of Shelton City Limits. The site is lo- cated north of Sanderson Field Airport, west of Highway 101, North of Dayton Airport Road. As- sessor's Parcel Number 42002-10-00020. See attached site location map and site plan. The Phase 1B project site is located immediately north of the intersection of Shelton Springs Road and Wallace Kneeland Boulevard in and around the existing City wellhouse complex. The site is located North of Wallace Kneeland Boule- vard, East ot Shelton Springs Road, and West of Brockdale Road on the City of Shelton owned "watershed" property. The Phase 2 project site is located on the west side of Nor.th 13th Street, south of Shelton Springs Road, north of K Street, and east of Olympic Middle School on City of Shelton owned '~Natershed" property, just north of existing Wellhouse 1 (located at the intersec- tion of north 13th/Northcliff/K Street). Project Description: The proposed project is identified in the City of Shelton 2010 Water System Plan and would aid in offsetting current pressure and stor- age deficiencies within the existing system and also provide needed fire flow and water pressure to the Washington State Patrol Academy. The project would occur in three phases as follows: Phase 1A work includes construction of one or two elevated water storage tanks, approximately 2,000 linear feet of 16-inch diameter water main, and a connection to the Mason County Property to the north. The City intends to construct at least one elevated tank as part of this project. An additive alternative bid item will be included to construct the second tank if funding and bud- get allows. The plan is to construct at least one of the tanks and have it available (operational) by July 2015 to accommodate the Washington State Patrol Academy (a water line was run from the City to Washington State Patrol in 2012 but does not have enough pressure adequately to serve the site. The proposed water tanks will provide needed pressure). To connect the tanks to the existing water distribution system approxi- mately 2,000 linear feet of new. 16-inch diameter water main would be installed from West Dayton Airport Road North along West Public Works Drive to the tank site. The elevated tanks are proposed to be multi-column elevated steel res- ervoir tanks with a capacity of 400,000 gallons each (total of 800,000 gallons). The tanks would each stand approximately 140' tall above exist- ing grade at the site. Phase 1B improvements include the retrofit of the City's existing Well Number 3 with a new pump, reconfiguration of well yard piping, construction of a new pressure- reducing valve station (PRV), and construction of approximately 3,500 linear feet of new 12- inch diameter water main from the well site to a connection to the existing water system located near the intersection of Shelton Springs Road and Tarragon Avenue. Well number 3 currently pumps to the existing Mountain View Pressure Zone. As part of this project, it will be connected directly to the Upper Mountain View Pressure Zone. The well pump at Well 3 must be replaced to accommodate new head conditions. Phase 2 improvements include wellhead treatments at (existing) well number 1, a one million gallon ground level water storage tank, a new 1,500 gallon per minute booster pump station adja- cent to the new storage tank, new water trans- mission mains to connect to the existing water system, and a pressure reducing valve station to service the Springfield loop neighborhood. No change in pumping capacity is proposed and no new sources of water are being developed or added as part of this project. Required Per- mits: Required permits include a Special Use Permit through Mason County for construction of the proposed water towers on County prop- erty. A conditional use permit is required for City owned property. Environmental Review: The City has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Mitigated Determination of Non-Sig- nificance (MDNS) for this project. The optional MDNS process contained in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable envi- ronmental impacts. The City of Shelton has de- termined that potential impacts that may result from the project are addressed by the design of the project as well as with the addition of the fol- lowing mitigation measures: 1. The construction of the water tanks shall be in accordance with the terms and conditions of the Federal Avia- tion Administration Aeronautical Study Number 2014-ANM-297-OE and include Notice of Actual Construction be filed with the FAA. 2. In the event that ground disturbing or other activities result in inadvertent discovery of archaeological deposits, work shall be halted in the immediate area and the contractor will contact the City of Shelton and the State Department of Archaeol- ogy and Historic Preservation for consultation as to how to proceed. 3. All exterior lighting, with the exception of lighting required by the FAA, shall be fully cutoff style and downcast "dark skies" compatible lighting. 4. The proposal is subject to all conditions applied through any en- suing Mason County permitting activities. 5. The project will include all recommendations found in the Habitat Management Plan developed for the project associated with the Mazama Pocket Gopher populations present on the site. 6. The above ground portions of work that occur within City limits (Phase 2) require approval of a Con- ditional Use Permit through the City of Shelton Hearings Examiner.
