PUBLIC NOTICE
Mason County PUD 3
Request for Qualifications
Electrical and Power Engineering Services
Summary
Mason County PUD No. 3 (hereinafter "PUD 3" or
"District") is soliciting statements of qualifications from
firms interested in providing electrical and power engineer-
ing services for two (2) proposed separately located gen-
eration interconnection projects. PUD 3 is investigating the
interconnection of two (2) separate customer-owned bio-
mass type generation facilities to PUD 3's existing 115 kV
transmission systems. PUD 3 will serve the two facilities
by providing a point of interconnection and transport for
each facility to the Bonneville Power Administration (BPA)
transmission system before January 2013.
It is the intent of the District to ensure that each bio-
mass generation facility be engineered separately with
separate contracts for each facility. The District may pre-
fer to enter into contracts with two (2) engineering firms,
one for each generation facility, and shall retain the right
to do so.
Potential Scope of Services
One of the biomass generation facilities will require
the District to construct approximately two (2) miles of
115 kV transmission line to connect the generation facility
to an existing PUD 3 distribution substation: Output from
this 65 MW generation facility will continue approximately
four (4) miles to a second District-owned substation be-
fore entering onto the BPA transmission system.
The other biomass generation facility will require the
District to construct approximately one-thousand (1000)
feet of 115 kV transmission line to connect the generation
facility to an existing PUD 3 distribution substation. Output
from this 31 MW generation facility will continue approxi-
mately two (2) miles to a second District-owned substa-
tion before entering onto the BPA transmission system.
The District envisions the following scope of services
and qualifications will be necessary for each project:
System Impact Studies and System Facility Studies
with facility connection requirements for generation sys-
tems as described.
Engineering Studies (e.g load flow, steady state,
transient, fault, reactive, protection coordination, etc.)
Conceptual and detailed designs required to imple-
ment project.
Protective relay improvemen!s, analysis, calcula-
tions, settings, and testing.
Engineering and detailed designs for replacements,
additions and improvements to the existing substations
This includes equipment additions, upgrades, protective
relay upgrades and replacements.
Testing and Commissioning Services
Understanding WECC/NERC Reliability Require-
ments for this type of project in order to ensure design
and implementation to satisfy all requirements.
Submittal Content - Selection Criteria
The following criteria will be used for selection:
Professional Qualifications: Technical expertise and
competence in engineering services, including education,
registration, and years of experience for key personnel pro-
posed to be assigned to this work.
Experience: A list and description of comparable
work accomplished during the last three (3) years for at
least three (3) clients. Provide a contact name, a recent
telephone number and brief description of the comparable
work.
Terms & Conditions: Identification of any objection
and proposed alternate language to PUD 3's standard
Terms and Conditions.
Standard Terms and Conditions are available by re-
quest from Terry Young, Purchasing Manager.
4. Claims: Identify any claim made by or against
your firm within the past three (3) years, including the dol-
lar amount, the circumstances of the claim and its current
status. "Claim" means an amount of money that represents
more than ten percent (10%) of the firm's fee for that en-
gagement, which is the subject of the claim.
Selection Process
The anticipated selection process is as follows:
A panel will review the qualifications submitted. Crite-
ria used for the selection process are as listed above under
the heading Submittal Content/Selection Criteria.
The panel may request additional information from
one or all consultants.
PUD 3 reserves the right to select a firm from the sub-
mittals.
The selected consultant will be invited to enter into
contract negotiations with PUD 3.
The District may elect to enter into contract negotia-
tions with two (2) consulting firms, one for each generation
facility, and shall reserve the right to do so.
Should PUD 3 and the selected firm not reach a mutual
agreement, PUD 3 will terminate negotiations and move to
the next qualified firm and proceed with negotiations.
PUD 3 Representative
Interested firms are requested to submit qualifications
and experience in the conduct of similar work as per the
selection criteria. Submittals are limited to ten (10) dou-
ble-sided pages, not including the cover page. The pages
shall be 8 5 inches by 11.0 inches except that drawings
or tables may be submitted on pages not exceeding 11.0
inches by 17.0 inches.
Submit three (3) bound copies. If electronic copies are
submitted, it is the consultant's responsibility to verify the
receipt of the submittal. Submittal must be received on or
before the specified time and date below.
Equal Employment Opportunity and Training

on-the-job training. PUD 3 encourages disadvantaged,
minority, and women owned consultant firms to apply.

COMMISSIONERS RESOLUTION NO: 107-10
COUNTY ROAD PROJECT NO. 1945
WHEREAS, on Mason County Road No. 02750 known
locally as the Star Lake Drive, and more specifically lo-
cated in Sec. 8. T19 N. R 5W, WM, at the approximate
mile posts listed below; work defined as "construction" in
the BARS Manual Page 11-63, et seq, is determined to be
necessary and proper; and,
WHEREAS, this project is identified as #2 on the of-
ficially adopted County Annual Road Program.
THEREFORE, BE IT RESOLVED BY THE BOARD
OF COUNTY COMMISSIONERS tbat it is their intention
to:
Apply two shots of BST (Bituminous surface treat-
ment) at approximately milepost 2.398 to 2.621 (Total
mileage 0.223, approx. 1,115 feet) on Star Lake Drive to
connect both paved ends of the road.
SAID WORK is to be performed by County Forces in
accordance with Washington State Standard Specifica-
tions for Rood and. Bridge Construction as ado#ted by
Mason County.
BE IT FURTHER RESOLVED that the described
County Road Project is necessary and proper, and the
estimated costs of said project are herewith set out as
follows:
Engineering: $ -0.
Right of Way $ -0.
Construction $22,500
The County Road project herein described in HERE-
BY DECLARED to be a public necessity, and the County
Road Engineer is HEREBY ORDERED AND AUTHO-
RIZED to report and proceed thereon as by law, provided
and in accordance with RCW 36.77.065 et. seq. and WAC
136-18.030 et seq
