Cascade Natural Gas, John Bailey, 8113 W
Grandridge BIvd Kennewick, WA 99336, is seek-
ing coverage under the Washington State De-
partment of Ecology's Construction Stormwater
NPDES and State Waste Discharge General
Permit. The proposed project, Kitsap Phase IV
Project, is located in the vicinity of Lake Limerick
and Cranberry Lake in Section 21, 22, 23, 28,
and 33, Township 21 North, Range 3 West, WU-
lamette Meridian. The site is approximately a 4
-mite long corridor transecting 11 parcels begin-
ning approximately 2.72 miles northeast of the
intersection of East Brockdate Road and Johns
Prairie Road and ending approximately 0.82
miles northeast of the intersection of east Ma-
son Lake Road and East St Andrews Drive North
in Mason County. This project involves 20.06
acres of soil disturbance for Utilities construc-
tion activities. All discharges and runoff goes to
ground water. Any persons desiring to present
their views to the Washington State Department
of Ecology regarding this application, or inter-
ested in Ecology's action on this application, may
notify Ecology in writing no later than 30 days of
the last date of publication of this notice. Ecology
reviews public comments and considers whether
discharges from this project would cause a mea-
surable change-in receiving water quality, and,
if so, whether the project is necessary and in
the overriding public interest according to Tier
II antidegradation requirements under WAC

Mason Transit Authority (MTA) REQUEST
FOR QUALIFICATIONS DESIGN AND ENGI-
NEERING SERVICES FOR THE PARK AND
RIDE DEVELOPMENT PROJECT Mason
County Public Transportation Benefit Area dba
Mason Transit Authority announces its intention
to seek qualifications from interested, qualified
and experienced firms to provide concept and
environmental assessment, public engagement,
preliminary design, property acquisition and
management assistance through construction
completion for Park and Ride development in
Mason County. The complete Request for Quali-
fications and associated documents and forms
are available via MTA's Website at http://www.
masontransit.org. Submittals must be prepared
in accordance with requirements set forth in the
RFQ. One (1) original and four (4) copies must
be received NO LATER THAN 2:00 P.M. FRIDAY,
MARCH 4, 2016, at MTA's Administration Office
located at 790 E. Johns Prairie Rd, Shelton, WA
98584. Late submittals will not be accepted and
will be returned to the respondent unopened.
Failure to include any of requested information
and properly completed forms and documents
may be cause for the rejection of the proposal.
MTA reserves the right to schedule and host a
pre-proposal conference, if needed. MTA intends
to address questions and concerns through ad-
denda and/or email communications as needed
during consultant submittal and review process.
MTA reserves the right to accept or reject any
and all proposals without cause and to waive
any informalities or irregularities and to make an
award deemed in its own best interest, and red-
advertise if necessary. Proposers will be required
to comply with all FTA, FHWA, State and local
rules and regulations where applicable. MTA is
