NOTICE OF PUBLIC HEARING AND
REGULAR MEETING ON THE PROPOSED
ALTERATIONS TO SPECIFIC
EXPENDITURES FROM STATE
FINANCING ASSISTANCE
NOTICE IS HEREBY GIVEN that the
Board of Directors (the "Board") of Shel-
ton School District No. 309, Mason County,
Washington (the "District") will hold a public
hearing on February 13, 2007, at 5:30 P.M.,
in the District's Board Room, located in Room
No. 14 (Second Floor) at Choice Alterna-
tive School, 807 West Pine Street, Shelton,
Washington. The purpose of the public hear-
ing is to: (1) consider whether certain local
circumstances should cause alterations to
the specific expenditures from the proceeds
of the State of Washington financing assis-
tance originally authorized in Resolution No.
00-10; and (2) receive public testimony.
On November 28, 2000, the Board ad-
opted Resolution No. 00-10, providing for the
submission to the District's voters at a special
election to be held on February 6, 2001, of
a ballot proposition authorizing the District to
issue its general obligation bonds in the prin-
cipal amount of no more than $30,965,000
(the "Bonds') to pay the cost to "construct
and equip new school facilities, modernize
and improve existing school facilities and
carry out other capital purposes to enhance
educational opportunities for students" (the
"Projects").
At the special election, the District's vot-
ers approved the Bonds, and pursuant to this
authorization, the District sold, issued and
delivered three series of the Bonds.
Resolution No. 00-10, which was incor-
porated by reference in the ballot proposi-
tion approved by the District's voters, also
provided in Section 3 that "[i]t is anticipated
that the District will receive some matching
funds from the State of Washington totaling
$6,291,826 as state assistance• . ." Such
money shall be used, when and in such
amounts as it may become available, for later
completed elements of the Projects, or such
other purposes as the Board of Directors
may determine after holding a public hear-
ing thereon pursuant to RCW 28A.530 020."
(Emphasis added.) The funds identified in
this paragraph are hereinafter referred to as
"State Financing Assistance."
RCW 28A.530.020(2) provides that "lilt
the school board subsequently determines
that state or local circumstances should cause
any alteration to the specific expenditures
from the debt financing or of the state assis-
tance, the Board shall first conduct a public
hearing to consider those circumstances and
to receive public testimony. If the board then
determines that any such alterations are in
the best interests of the district, it may adopt
a new resolution or amend the original reso-
lution at a public meeting held subsequent to
the meeting at which public testimony was
received."
Since the February 6, 2001 bond election
and the issuance of three series of Bonds,
certain local circumstances have come to
the attention of the Board, namely, (1) the
District has completed or made provision to
complete the Projects as identified in Resolu-
tion No. 00-10, and the District has State Fi-
nancing Assistance remaining in the Capital
Projects Fund (the "Excess State Financing
Assistance"), and (2) the District Administra-
tion, after analysis, has recommended to the
Board that the District use the Excess State
Financing Assistance to pay the costs to (i)
acquire and install portable classrooms and
(ii) make other capital improvements, all as
deemed necessary by the Board ("Excess
State financing Assistance Improvements").
The Excess State Financing Improvements
are collectively referred to herein as the
"Alterations." The Excess State Financing
Assistance and the District's Administration
recommendation are collectively referred to
herein as the "Local Circumstances."
NOW, THEREFORE, the Board will con-
duct a public hearing on February 13, 2007,
at 5:30 P.M., in the District's Board Room,
located in Room No. 14 (Second Floor) at
Choice Alternative School, 807 West Pine
Street, Shelton, Washington. All residents of
the District wishing to be heard for or against
the Alterations should appear at the hear-
ing and present their views. Alternatively, or
in addition, such interested residents may
submit their views for and against the Altera-
tions in writing and deliver them to the Dis-
trict Administrative Offices, located at 700
S. First Street, Shelton, Washington, 98584,
addressed to Joan Zook Superintendent and
Secretary to the Board, on or before the date
of the hearing.
NOTICE IS FURTHER GIVEN that the
Board shall hold a regular meeting on Febru-
ary 27, 2007, at 6:00 P.M., in the District's
Board Room located in Room No. 14 (Sec-
ond Floor) at Choice Alternative School, 807

consider a resolution approving and ordering
the Alterations in such manner as shall be
found appropriate, taking into account the Lo-

CATION TO DEVELOP A PUBLIC
EDUCATION AND INVOLVEMENT PRO-
GRAM
Mason County is a community in transi-
tion from a predominately rural to a more ur-
ban environment. The Board of County Com-
missioners has taken aggressive approaches
to manage and control the transition. They
have revised old efforts and initiated many
new program and projects to respond to the
changing environment in the County. The
Board is now interested in developing a Pub-
lic Involvement and Education (PIE) program
to acquaint the citizens of Mason County on
these important community transition issues
and to keep them informed of future Board
and County Department actions. The Board
is soliciting request for qualifications from
individuals and/or firms to design and imple-
ment this PIE efforts for the County.
Individuals or groups interested in this
work should submit a letter of interest and
detailed resume of previous PIE experience.
The information submitted must indicate how
the individual or group would develop a PIE
program and their availability to start a pro-
gram in the next 60 days. Submissions not
meeting these criteria will be excluded from
consideration.
Evaluation of responses will be based
on:
• Previous PIE work in a municipal, state
or county operation.
• Previous experience in developing com-
prehensive public outreach efforts
• Ability to work with an elected board of
officials and appointed department manag-
ers
• Ability to start within 60 days
• Special consideration will be give to in-
dividuals or firms with experience in water
resource management PIE programs

"The Neglected Role of Minerals in
Growing Healthy Plants and Hu-
mans."
Participants can learn about
ways in which plants are like peo-
ple and need all proper nutrients
to grow up strong and healthy. The
Master Gardeners say this helps
develop immune systems that can
fight diseases and resist pest at-
tacks.
The class will provide informa-
tion on inorganic minerals which
are the key to the growth, mainte-
nance, repair and reproduction ca-
pacity of food crops and ornamental
or landscape plants. Instruction will
begin at 7 p.m. Friday, February 9,
in the PUD 3 Auditorium, 307 West
Cota Street in downtown Shelton.
The cost is $10 per class. A sea-
son pass for remaining classes in
the six-session program is $30, and
$40 will get you a season pass for
a couple. Fees may be paid at the

Class covers rules
for shoreline areas
The Mason County Extension
of Washington State University is
offering a shorelines class for real-
estate professionals on Thursday,
February 15, at the Squaxin Island
Museum Library and Research Cen-
ter in the Kamilche area.
The course is accredited for all
real estate professionals, including
appraisers. The general public is
also invited to attend.
Attendees will learn about land-
slide warning signs, natural beach
processes, coastal geology, bulk-
heads, alternatives to bulkheads,
bluff stabilization and shoreline
protection. Other topics include
regulations affecting shoreline land
use, and the role of shoreline consul-
tants. A field trip to a shoreline site
will highlight classroom presenta-
tions.
Registration fee, which includes
lunch, resource binder and clock hour
certificate, is $120 for 7.5 clock hours
and $80 for the general public.

NOTICE OF PUBLIC HEARING AND
REGULAR MEETING ON THE PROPOSED
ALTERATIONS TO SPECIFIC
EXPENDITURES FROM STATE
FINANCING ASSISTANCE
NOTICE IS HEREBY GIVEN that the
Board of Directors (the "Board") of Shel-
ton School District No. 309, Mason County,
Washington (the "District") will hold a public
hearing on February 13, 2007, at 5:30 P.M.,
in the District's Board Room, located in Room
No. 14 (Second Floor) at Choice Alterna-
tive School, 807 West Pine Street, Shelton,
Washington. The purpose of the public hear-
ing is to: (1) consider whether certain local
circumstances should cause alterations to
the specific expenditures from the proceeds
of the State of Washington financing assis-
tance originally authorized in Resolution No.
00-10; and (2) receive public testimony.
On November 28, 2000, the Board ad-
opted Resolution No. 00-10, providing for the
submission to the District's voters at a special
election to be held on February 6, 2001, of
a ballot proposition authorizing the District to
issue its general obligation bonds in the prin-
cipal amount of no more than $30,965,000
(the "Bonds') to pay the cost to "construct
and equip new school facilities, modernize
and improve existing school facilities and
carry out other capital purposes to enhance
educational opportunities for students" (the
"Projects").
At the special election, the District's vot-
ers approved the Bonds, and pursuant to this
authorization, the District sold, issued and
delivered three series of the Bonds.
Resolution No. 00-10, which was incor-
porated by reference in the ballot proposi-
tion approved by the District's voters, also
provided in Section 3 that "[i]t is anticipated
that the District will receive some matching
funds from the State of Washington totaling
$6,291,826 as state assistance• . ." Such
money shall be used, when and in such
amounts as it may become available, for later
completed elements of the Projects, or such
other purposes as the Board of Directors
may determine after holding a public hear-
ing thereon pursuant to RCW 28A.530 020."
(Emphasis added.) The funds identified in
this paragraph are hereinafter referred to as
"State Financing Assistance."
RCW 28A.530.020(2) provides that "lilt
the school board subsequently determines
that state or local circumstances should cause
any alteration to the specific expenditures
from the debt financing or of the state assis-
tance, the Board shall first conduct a public
hearing to consider those circumstances and
to receive public testimony. If the board then
determines that any such alterations are in
the best interests of the district, it may adopt
a new resolution or amend the original reso-
lution at a public meeting held subsequent to
the meeting at which public testimony was
received."
Since the February 6, 2001 bond election
and the issuance of three series of Bonds,
certain local circumstances have come to
the attention of the Board, namely, (1) the
District has completed or made provision to
complete the Projects as identified in Resolu-
tion No. 00-10, and the District has State Fi-
nancing Assistance remaining in the Capital
Projects Fund (the "Excess State Financing
Assistance"), and (2) the District Administra-
tion, after analysis, has recommended to the
Board that the District use the Excess State
Financing Assistance to pay the costs to (i)
acquire and install portable classrooms and
(ii) make other capital improvements, all as
deemed necessary by the Board ("Excess
State financing Assistance Improvements").
The Excess State Financing Improvements
are collectively referred to herein as the
"Alterations." The Excess State Financing
Assistance and the District's Administration
recommendation are collectively referred to
herein as the "Local Circumstances."
NOW, THEREFORE, the Board will con-
duct a public hearing on February 13, 2007,
at 5:30 P.M., in the District's Board Room,
located in Room No. 14 (Second Floor) at
Choice Alternative School, 807 West Pine
Street, Shelton, Washington. All residents of
the District wishing to be heard for or against
the Alterations should appear at the hear-
ing and present their views. Alternatively, or
in addition, such interested residents may
submit their views for and against the Altera-
tions in writing and deliver them to the Dis-
trict Administrative Offices, located at 700
S. First Street, Shelton, Washington, 98584,

EDUCATION AND INVOLVEMENT PRO-
GRAM
Mason County is a community in transi-
tion from a predominately rural to a more ur-
ban environment. The Board of County Com-
missioners has taken aggressive approaches
to manage and control the transition. They
have revised old efforts and initiated many
new program and projects to respond to the
changing environment in the County. The
Board is now interested in developing a Pub-
lic Involvement and Education (PIE) program
to acquaint the citizens of Mason County on
these important community transition issues
and to keep them informed of future Board
and County Department actions. The Board
is soliciting request for qualifications from
individuals and/or firms to design and imple-
ment this PIE efforts for the County.
Individuals or groups interested in this
work should submit a letter of interest and
detailed resume of previous PIE experience.
The information submitted must indicate how
the individual or group would develop a PIE
program and their availability to start a pro-
gram in the next 60 days. Submissions not
meeting these criteria will be excluded from
consideration.
Evaluation of responses will be based
on:
• Previous PIE work in a municipal, state
or county operation.
• Previous experience in developing com-
prehensive public outreach efforts
• Ability to work with an elected board of
officials and appointed department manag-
ers
• Ability to start within 60 days
• Special consideration will be give to in-
dividuals or firms with experience in water
resource management PIE programs

Participants can learn about
ways in which plants are like peo-
ple and need all proper nutrients
to grow up strong and healthy. The
Master Gardeners say this helps
develop immune systems that can
fight diseases and resist pest at-
tacks.
The class will provide informa-
tion on inorganic minerals which
are the key to the growth, mainte-
nance, repair and reproduction ca-
pacity of food crops and ornamental
or landscape plants. Instruction will
begin at 7 p.m. Friday, February 9,
in the PUD 3 Auditorium, 307 West
Cota Street in downtown Shelton.
The cost is $10 per class. A sea-
son pass for remaining classes in
the six-session program is $30, and
$40 will get you a season pass for
a couple. Fees may be paid at the

for shoreline areas
The Mason County Extension
of Washington State University is
offering a shorelines class for real-
estate professionals on Thursday,
February 15, at the Squaxin Island
Museum Library and Research Cen-
ter in the Kamilche area.
The course is accredited for all
real estate professionals, including
appraisers. The general public is
also invited to attend.
Attendees will learn about land-
slide warning signs, natural beach
processes, coastal geology, bulk-
heads, alternatives to bulkheads,
bluff stabilization and shoreline
protection. Other topics include
regulations affecting shoreline land
use, and the role of shoreline consul-
tants. A field trip to a shoreline site
will highlight classroom presenta-
tions.
Registration fee, which includes
lunch, resource binder and clock hour
certificate, is $120 for 7.5 clock hours
and $80 for the general public.
