The demolition of struc- tures is intended to facilitate the construc- tion of a new 12,572 square foot two-story structure which would contain: five fire ap- paratus bays to be accessed off of Franklin Street, 19 beds and associated living space for resident firefighters, and various adminis- trative offices. The project also includes the proposed reorientation of vehicle travel on Second Street, between Franklin Street and Cedar Street, to a one-way northbound direc- tion with consolidation of on-street parking to the east side of Second Street to facilitate the provision of additional on-street parking, as well as removal/replacement of a large por+ tion of the existing sidewalkdriveway apron along the project street frontages. The proposal also includes the future de- molition of existing structures and provision of parking for the fire station on the parcel di- rectly east of the subject site at the northwest corner of First Street and Franklin Street. It is anticipated that the proposed parking site would provide for a minimum of 10 off-street parking spaces, including one designated accessible space, for fire department person- nel/use. The public is encouraged to attend the hearing to provide comments relative to the proposal. Resolution No. 00-10, which was incor- porated by reference in the ballot proposi- tion approved by the District's voters, also provided in Section 3 that "lilt is anticipated that the District will receive some matching funds from the State of Washington totaling $6,291,826 as state assistance.• ." Such money shaft be used, when and in such amounts as it may become available, for later completed elements of the Projects, or such other purposes as the Board of Directors may determine after holding a public hear- ing thereon pursuant to RCW 28A.530 020." (Emphasis added.) The funds identified in this paragraph are hereinafter referred to as "State Financing Assistance." RCW 28A.530.020(2) provides that "[i]f the school board subsequently determines that state or local circumstances should cause any alteration to the specific expenditures from the debt financing or of the state assis- tance, the Board shall first conduct a public hearing to consider those circumstances and to receive public testimony. If the board then determines that any such alterations are in the best interests of the district, it may adopt a new resolution or amend the original reso- lution at a public meeting held subsequent to the meeting at which public testimony was received." Since the February 6, 2001 bond election and the issuance of three series of Bonds, certain local circu,mstances have come to the attention of the Board, namely, (1) the District has completed or made provision to complete the Projects as identified in Resolu- tion No. 00-10, and the District has State Fit nancing Assistance remaining in the Capital Projects Fund (the "Excess State Financing Assistance"), and (2) the District Administra- tion, after analysis, has recommended to the Board that the District use the Excess State Financing Assistance to pay the costs to (i) acquire and install portable classrooms and (ii) make other capital improvements, all as deemed necessary by the Board ("Excess State financing Assistance Improvements"). The Excess State Financing Improvements are collectively referred to herein as the "Alterations." The Excess State Financing Assistance and the District's Administration recommendation are collectively referred to herein as the "Local Circumstances." NOW, THEREFORE, the Board will con.+ duct a public hearing on February 13, 2007, at 5:30 P.M., in the District's Board Room, located in Room No. 14 (Second Floor) at Choice Alternative School, 807 West Pine Street, Shelton, Washington. The demolition of struc- tures is intended to facilitate the construc- tion of a new 12,572 square foot two-story structure which would contain: five fire ap- paratus bays to be accessed off of Franklin Street, 19 beds and associated living space for resident firefighters, and various adminis- trative offices. The project also includes the proposed reorientation of vehicle travel on Second Street, between Franklin Street and Cedar Street, to a one-way northbound direc- tion with consolidation of on-street parking to the east side of Second Street to facilitate the provision of additional on-street parking, as well as removal/replacement of a large por+ tion of the existing sidewalkdriveway apron along the project street frontages. The proposal also includes the future de- molition of existing structures and provision of parking for the fire station on the parcel di- rectly east of the subject site at the northwest corner of First Street and Franklin Street. It is anticipated that the proposed parking site would provide for a minimum of 10 off-street parking spaces, including one designated accessible space, for fire department person- nel/use. The public is encouraged to attend the hearing to provide comments relative to the proposal. Resolution No. 00-10, which was incor- porated by reference in the ballot proposi- tion approved by the District's voters, also provided in Section 3 that "lilt is anticipated that the District will receive some matching funds from the State of Washington totaling $6,291,826 as state assistance.• ." Such money shaft be used, when and in such amounts as it may become available, for later completed elements of the Projects, or such other purposes as the Board of Directors may determine after holding a public hear- ing thereon pursuant to RCW 28A.530 020." (Emphasis added.) The funds identified in this paragraph are hereinafter referred to as "State Financing Assistance." RCW 28A.530.020(2) provides that "[i]f the school board subsequently determines that state or local circumstances should cause any alteration to the specific expenditures from the debt financing or of the state assis- tance, the Board shall first conduct a public hearing to consider those circumstances and to receive public testimony. If the board then determines that any such alterations are in the best interests of the district, it may adopt a new resolution or amend the original reso- lution at a public meeting held subsequent to the meeting at which public testimony was received." Since the February 6, 2001 bond election and the issuance of three series of Bonds, certain local circu,mstances have come to the attention of the Board, namely, (1) the District has completed or made provision to complete the Projects as identified in Resolu- tion No. 00-10, and the District has State Fit nancing Assistance remaining in the Capital Projects Fund (the "Excess State Financing Assistance"), and (2) the District Administra- tion, after analysis, has recommended to the Board that the District use the Excess State Financing Assistance to pay the costs to (i) acquire and install portable classrooms and (ii) make other capital improvements, all as deemed necessary by the Board ("Excess State financing Assistance Improvements"). The Excess State Financing Improvements are collectively referred to herein as the "Alterations." The Excess State Financing Assistance and the District's Administration recommendation are collectively referred to herein as the "Local Circumstances." NOW, THEREFORE, the Board will con.+ duct a public hearing on February 13, 2007, at 5:30 P.M., in the District's Board Room, located in Room No. 14 (Second Floor) at Choice Alternative School, 807 West Pine Street, Shelton, Washington.
