Belfair Water District hires engineer

At Tuesday's regular
meeting of the Belfair Wa-
ter District, the board vot-
ed to hire an engineering
firm on staff and to enter
into a one-year contract
with a forest management
consulting group, despite
one commissioner's pro-
tests that he wasn't fully
informed for either deci-
sion.
Commissioner Mike
Pope, who participated in
the meeting via conference
call, said hewasn't notified
of a special meeting that
preceded the regular meet-
ing, in which the other two
commissioners received a
presentation from the firm
Northwest Forestry Ser-
vices.
Pope also did not attend
a meeting last week in
which the board received
informational packets on
the two engineering firms
vying for the position of
district engineer.
District manager Dave
Tipt0n told Pope he wasn't
informed of the meetings
because Pope had been out
of town.
"We just read the lit-
erature, no business was
taken," said Commission
Chair John Phillips.
Pope said he didn't see
the urgency in the forestry
vote.
"If I'm not going to be
notified of these meetings,
that is insubordination,"
he said. "Go ahead and
take your vote ... but it will
be null and void."
Phillips asked Com-
missioner Harry Hatlem
to make a motion to enter
into the agreement with
Northwest Forestry Servic-
es, which Phillips seconded
and Pope voted against.
The board ur animously
voted to allow Tipton to ask
a debt collection service to
collect on a delinquent wa-
ter bill in the amount of
more than $9,000, and also
voted together to appoint a
district secretary as public
records officer.
On the advice of the
district's attorney, Tipton
asked the board to make
a motion to re-activate the
company's cell phone pro-
gram, which would cost the
district between $30 and
$35 a month.
Phillips made the mo-
tion, which Hatlem sec-
onded and Pope abstained
from.
Phillips also made a mo-
tion to hire the firm Engi-
neering Services Assoc.,
Inc. (ESA) as district engi-
neer, citing their location
in Belfair as the motivating
factor for choosing the firm
over BHC Consultants.
Hatlem seconded the
motion and Pope ab-
stained, calling the deci-
sion a potential "financial
drain on the district."
