INVITATION TO BID CITY OF SHELTON
WESTERN GATEWAY , PROJECT
Sealed bids for the above improvements
will be received by the City Clerk of the
City. of Shelton, 525 West Cota Street,
Shelton, Washington 98584 until 1:00 p.m.,
Wednesday, March 2, 2022, at which time

the bids will be opened and read aloud
in Meeting Room 1 at the Shelton Civic
Center located at 525 West Cota Street.
Bids received after the time fixed for Bid
Opening will not be accepted or conSid-
ered. The official time for determining
whether a bid has been submitted in a
timely manner is based on the time clock
in the meeting room. Bids received prior to
-the deadline will be publicly opened and
read aloud shortly after the deadline. All
bid proposals shall be accompanied by a
proposal guarantee (certified or cashier’s
check or approved bond) payable to the
City of Shelton in an amount not less than
five percent (5%) of the amount of the pro-
posal price. Should the successful bidder
fail to enter into such contract and furnish
satisfactory performance bond within the
time stated in the specifications, the bid
proposal deposit shall be forfeited to the
City of Shelton. No bid shall be considered
unless accompanied by such bid proposal
deposit. The» City of Shelton reserves the
right to waive infonnalities in the bidding,
accept a Proposal of the lowest responsi-
ble bidder, reject any or all bids, republish
the Invitation to Bid, revise or cancel the
work, or require the work to be done in an-
other way if the best interest of the City is

ect will include (but not be limited to) the
following major items of work: This Con-
tract provides for the construction of wa-
ter main and water service replacement,
roadway and pedestrian facilities and
stormwater improvements along West
Railroad Avenue from near Pacific Court
to near North 8th Street. The project will
include new water main and water ser-
vices, storm drainage improvements, ex-
cavation, grading, cement concrete curb
and gutter, cement concrete sidewalk,
retaining walls, fencing, asphalt paving,
bus pullout and installation of bus shelter,
channelization, traffic control and other re-
lated work items. The Contractor will have
120 working days to complete the work in
Schedules A, B, and C in compliance with
all applicable laws and regulations. A non-
mandatory prebid conference is sched-
uled for Tuesday, February 22, 2022. The
conference will begin at the intersection of
Railroad Avenue and 10th Street, Shelton,
Washington at 1:00 pm. (local time). Pro-
spective bidders are encouraged to par-
ticipate. The Engineer’s estimated range
for this project is between $2,400,000 and
$2,500,000. Written questions regarding
the project may be directed to the Preject
Coordinator, Brooke Kilts, at brooke.kilts@
sheltonwa.gov. No response will be made
to questions unless they are submitted
in writing, and received by 12:00 pm. on
February 23, 2022. Schedules A and B of
this project are being supported in part by
the Washington State Transportation Im-
provement Board. Schedule C of this proj-
ect is being supported in part by federal
award number SLFRP2616 awarded to the
City (of Shelton by the US Department of
the Treasury. The City of Shelton, in ac-
cordance with Title VI of the Civil Rights
Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d
to 2000d-4-and Title 49, Code of Federal
Regulations, Department of Transporta-
tion, Subtitle A; Office of the Secretary,
Part 21, Nondiscrimination in Federally-
Assisted Programs of the Department of
Transportation issued pursuant to such
Act, hereby notifies all bidders that it will
affirmatively ensure that in any contract
entered into pursuant to this advertise-
