TO REQUEST RELEASE OF FUNDS Feb-

two separate but related procedural re—
quirements for activities to be undertaken
by the Squaxin Island Tribe. REQUEST FOR
RELEASE OF FUNDS On or about March 4,
2024, the Squaxin Island Tribe will submit a
request to the HUD for the release of Com-
munity Project Funding (CPF) funds under
the Consolidated Appropriations Act, 2022,
(PL. 117-1 03) to undertake a project known
as the Taylor Water Transmission Line Proj-
ect for the purpose of connection of a new
water source owned by Taylor Shellfish ‘
Farms (Taylor) to the Tribe’s water system.
The proposed project includes the following
elements: Pump and pump house - Con—
trol and Water Treatment Building near Tay-
lor‘s 30-foot—diameter water storage tank -
Replacement of approximately 1 ,200 feet of
transmission main between the Taylor well-
field and the Taylor Tank Approximately
6,000 feet of new 6-inch PVC transmission
main from the Control and Water Treatment
Building to the connection at the Kamilche
Community (near the KTP Express located
on SE Old Olympic Highway). Re—plumb-
ing of the Casino tank outlet with a check
valve and the connection of the inlet and
outlet together so that the Casino Tank can
receive water from either side of the tank.
HUD intends to award $1,800,000 from the
CPF program. The project extends along
segment of Simmons Road from SE Old
Olympic Highway to north of SE Lynch
Road in unincorporated Mason County.
FINDING OF NO’ SIGNIFICANT IMPACT
The Squaxin Island Tribe has determined
that the project will have no significant im-
pact on the human environment. There—
fore, an Environmental Impact Statement
under the National Environmental Policy
Act of 1969 (NEPA) is not required. Ad—
ditional project information is contained in
the Environmental Review Record (ERR) on
file at Squaxin Island Tribe, 10 SE Squaxin
Lane, Shelton WA (ATTN: Planning and
Community Development). PUBLIC COM—
MENTS Any individual, group, or agency
may submit written comments on the ERR
to the Squaxin Island Tribe Department of
Community Development, 10 SE Squaxin
Lane, Shelton WA 98584; prestivo@squax-
in.us. All comments received by March 1,
2024, will be considered by the Squaxin
Island Tribe prior to authorizing submis-
sion of a request for release of funds.
Comments should specify which Notice
they are addressing. ENVIRONMENTAL
CERTIFICATION The Squaxin Island Tribe
certifies to HUD that Penni Restivo in her
capacity as Director of the Squaxin Island
Tribe Department of Community Develop—
ment consents to accept the jurisdiction of
the Federal Courts if an action is brought to
enforce responsibilities in relation to the en-
vironmental review process and that these
responsibilities have been satisfied. HUD’s
approval of the certification satisfies its re-
sponsibilities under NEPA and related laws
and authorities and allows the Squaxin Is-
land Tribe to use Program funds. OBJEC-
TIONS TO RELEASE OF FUNDS HUD will
accept objections to its release of fund and
the Squaxin Island Tribe’s certification for
a period of fifteen days following the an-
ticipated submission date or its actual re—
ceipt of the request (whichever is later) only
if they are on one of the following bases:
(a) the certification was not executed by
the Certifying Officer of the Squaxin Island
Tribe; (b) the Squaxin Island Tribe has omit-
ted a step or failed to make a decision, or
finding required by HUD regulations at 24
CFR part 58; (c) the grant recipient or other
participants in the development process
have committed funds, incurred costs or
undertaken activities not authorized by 24
CFR Part 58 before approval of a release of
funds by HUD; or (d) another Federal agen—
cy acting pursuant to 40 CFR Part 1504 has
submitted a written finding that the project
is unsatisfactory from the standpoint of
environmental quality. Objections must
be prepared and submitted in accordance
with the required procedures (24 CFR Part
58, Sec. 58.76) and shall be addressed to
HUD administration office at 451 7th Street,
SW Rm 7146, Washington DC 20410—7000.
Potential objectors should contact HUD to
. verify the actual last day of the objection
