NOTICE OF AVAILABILITY OF ENVI-
RONMENTAL ASSESSMENT AND EN-
VIRONMENTAL PUBLIC HEARING SR 3
BELFAIR BYPASS
Purpose of Notice
The Federal Highway Administration
and the Washington State Department of
Transportation (WSDOT) issued an envi-
ronmental assessment on February 7, 2013
for the SR 3 - Belfair Bypass project. It is
the purpose of this notice and of the hear-
ing to provide for the exchange of informa-
tion regarding the effect of the proposal on
the community. This is in accordance with
and pursuant to the National Environmental
Policy Act (42 U.S.C. 4321 et seq.) and the
Federal Highway Act (Title 23 U.S.C. 101 et
seq.) and amendments.
Description of Proposed Project
The Belfair Bypass Project will con-
struct a two-lane limited access highway
on a new alignment to the east of exist-
ing State Route (SR) 3. The major portion
of the highway would run through Mason
County and the northern end would be in
Kitsap County. The proposed bypass high-
way will carry through traffic and will be
the main line. Existing SR 3 will become a
"Business Loop" serving downtown Belfair,
SR 106, SR 300, and Old Belfair Highway.
The proposed design speed of highway
will be 60 miles per hour and posted speed
will be 55 miles per hour. The proposed
alignment will begin at milepost (MP)
22.81 on SR 3 and connects back at MP
29.49. The north end connection to exist-
ing SR 3 is proposed at Lake Flora Road
and the south connection is just south of
the intersectionwith SR 302. The length
of proposed bypass corridor will be 6.68
miles. The Bypass configuration would
consist of two 12 foot lanes and 8 foot
shoulders. The approximate width of the
right-of-way is 120 feet.
WSDOT has scheduled a combined
open house and environmental public hear-
ing to answer questions and receive com-
ments on the environmental assessment.
A Spanish interpreter will be available.

The hearing will use an open house
format, which is an informal arrange-
ment that allows for one-on-one discus-
sion while still providing the opportunity to
give testimony to a certified court reporter.
Plans, maps, environmental documents
and other pertinent information about this
project will be on display at the hearing.
Participants will have the opportunity to
present testimony either orally to the court
reporter or in writing. Individuals should
anticipate the process taking about one
hour of their time.

the cost of reproduction and distribution.
