BROWN HAIR & HAZEL EYES Jonathon SOTO recently became homeless/transient and is required to register as a sex Offender due to a guilty plea on 09/08/2008 tbr Rape of a Child 2"d degree, Class A Felony, Kitsap County Superior Court cause #08-8-00673-9. This conviction stems from when SOTO was 17 years old, he raped a 13 year old girl that was visiting,his residence. According to SOTO, he had consensual sex with the young girl on two occasions and knew that she was only 13 years old. According to the victim, SOTO overpowered her, forcefully held her down and raped her. SOTO's criminal history includes multiple convictions of assault and a Harassment - threat to kill. Due to all of the above factors SOT() is considered a HIGH RISK. SOTO is assessed by Mason County Sheriff's OMce as a Level 3 Sex Offender. This is the highest level given to a Sex Offender, meaning that the subject is at a HIGH RISK to re-offend.
