State Environmental Policy Act
DETERMINATION OF NONSIGNIFICANCE
Description of proposal: This proposed
project will repair an active unstable slope:
This is an unstable slope project located
between Potlatch and LilUwaup on US 101.
This slope has been active for many years.
In the mid to late 1990s, the combination of
heavy rains and high winds raised the Hood
Canal waters and washed away part of the
fill slope and roadway shoulder along the
shoreline. Full washouts occurred at Mile
Post (MP) 332.81 and MP 332.35 completely
eroding the beach head slope and encroach-
ins into the paved shoulder. Other locations
within the MP 332.77 to MP 322.88 limits
have partial erosion.
The proposed fix for this unstable slope
is to mechanically place heavy loose riprap
and hefty filter fabric at a 1.5H:IV ratio to cre-
ate an armored slope. Temporary concrete
traffic barrier will be removed, the shoulder
will be patched with Hot Mix Asphalt (HMA),
and flexible guide posts will be installed on
the outside of the roadway curve alignment.
Two cross culverts located at MP 332.80 and
MP 332.87 will also be repaired by replac-
ing existing sections of pre-csst concrete
pipe (PCCP) that have been lost to the wave
erosion. Each cross culvert requires approxi-
mately 8 feet of pipe.

NOTICE OF PUBLIC HEARING FOR
CONDmONAL USE PERMIT CITY OF
SHELTON APPLICATION # SDP 01-06
KNEELAND PARK PUMP STATION
Notice is hereby given that the hearings
examiner of the City of Shelfon, Washing-
ton will hold a public hearing beginning at
approximately 9:30 a.m. on the 21st day of
March 2007 at the Shelton Civic Center lo-
cated at 525 West Cota Street to consider
the Conditional Use Permit application by the
City of Shelton to authorize the construction
of a new pump station within Kneeland Park.
Kneeland Park is located in a Neighborhood
Residential zone, which requires all public
utility structures to acquire a conditional use
permit.
A new pump station will be constructed in
Kneeland Park immediately south of Golds-
borough Creek to intercept all flows from the
southern half of the City's sanitary sewer ser-
vice area and eliminate gravity sewer cross-
Ins of the creek. A new section of force main
will convey flows from the pump station to
the relocated force main after it crosses the
creek on the new pipe bridge that will be con-
structed.
Existing sanitary sewers that cross Golds-
borough Creek were installed at least three
feet below the bottom of the creek bed when
originally constructed. The creek has retro-
graded over time and over the last 6-8 years
both the gravity sewer and sanitary sewer
force main pipelines have become exposed.
Construction of the proposed new sewer lines
will allow the pipelines in the creek bed to be
abandoned and removed at a later date. The
proposed pipe bridge has been designed
such that the structure supporting the pipe is
1 foot above the 100-year flood plain, con-
sistent with the requirements of the Shelton
Municipal Code for non-residential construc-
tion in flood hazard areas.

State Environmental Policy Act
DETERMINATION OF NONSIGNIFICANCE
Description of proposal: This proposed
project will repair an active unstable slope:
This is an unstable slope project located
between Potlatch and LilUwaup on US 101.
This slope has been active for many years.
In the mid to late 1990s, the combination of
heavy rains and high winds raised the Hood
Canal waters and washed away part of the
fill slope and roadway shoulder along the
shoreline. Full washouts occurred at Mile
Post (MP) 332.81 and MP 332.35 completely
eroding the beach head slope and encroach-
ins into the paved shoulder. Other locations
within the MP 332.77 to MP 322.88 limits
have partial erosion.
The proposed fix for this unstable slope
is to mechanically place heavy loose riprap
and hefty filter fabric at a 1.5H:IV ratio to cre-
ate an armored slope. Temporary concrete
traffic barrier will be removed, the shoulder
will be patched with Hot Mix Asphalt (HMA),
and flexible guide posts will be installed on
the outside of the roadway curve alignment.
Two cross culverts located at MP 332.80 and
MP 332.87 will also be repaired by replac-
ing existing sections of pre-csst concrete
pipe (PCCP) that have been lost to the wave
erosion. Each cross culvert requires approxi-
mately 8 feet of pipe.

Kneeland Park is located in a Neighborhood
Residential zone, which requires all public
utility structures to acquire a conditional use
permit.
A new pump station will be constructed in
Kneeland Park immediately south of Golds-
borough Creek to intercept all flows from the
southern half of the City's sanitary sewer ser-
vice area and eliminate gravity sewer cross-

will convey flows from the pump station to
the relocated force main after it crosses the
creek on the new pipe bridge that will be con-
structed.
Existing sanitary sewers that cross Golds-
borough Creek were installed at least three
feet below the bottom of the creek bed when
originally constructed. The creek has retro-
graded over time and over the last 6-8 years
both the gravity sewer and sanitary sewer
force main pipelines have become exposed.
Construction of the proposed new sewer lines
will allow the pipelines in the creek bed to be
abandoned and removed at a later date. The
proposed pipe bridge has been designed
such that the structure supporting the pipe is
1 foot above the 100-year flood plain, con-
sistent with the requirements of the Shelton
Municipal Code for non-residential construc-
tion in flood hazard areas.
