The program, implemented by local sheriffs and chiefs of police under NSA guidance, is designed to increase citizens' awareness of the role they can play in the prevention of burglaries and larcenies in their communities. Since its inception in 1972, it has expanded throughout the nation and now has 1,962 sheriffs and chiefs of police participating. There is no cost to the local sheriff and chief of police because the program is funded by the Law Enforcement Assistance Administration of the U.S. Department of Justice and coordinated:by the National Sheriffs' Association. McNair quoted the FBI Uniform Crime Reports which indicate a burglary occurring every 12 seconds in the United States. He stressed that this crime can be measurably decreased through citizen awareness and involvement. By asking oneself such questions as, "Do I always lock my garage? .... Do I keep my house doors locked at all times?" and "Do I have an emergency (sheriff or police) number on or near my telephone?"
