In view of some recent developments (Friday, April 23), and because of some misleading
confusing information that is being spread around, the following facts should be of interest.

It has been said that we could save money as federal taxpayers by refusing to avail ouradt[
of a federal Hill-Burton grant. T'
One thing should be pointed out: Each year, under the Hill-Burton program, each
given a lump sum of money (not always the same) by the Federal Government. This is money
has already been paid by us, the federal taxpayer. The state then distributes this money to hoSPl ,:_
for construction purposes. The hospitals with the highest priorities get first crack at it with
lower priorities getting what, if any, is left.
Shelton has the highest priority in the State, but if we do not use it someone else will,
taxpayers aren't going to save ourselves anything by not applying for these funds.

It is also being said that the Hill-Burton construction requirements are largely responsibleil

in this State, the Health Department requirements are as high, if not higher than the Hill-t3
requirements. You cannot get a State license to operate a hospital unless you meet minimum
requirements, whether or not you are getting Hill-Burton funds.
One area in which the Hill-Burton requirements seem to be higher is in the size of the

decision arrived at without proper research, as you would be led to believe by proponents
downtown project.
