Applicant: City of Tacoma, Department of

Proposal: Tacoma Power is proposing the
construction of concrete monuments and
survey prisms strategically located around
the Cushman Dam No.1 and No.2 for use
as a survey control reference network. The
monuments will be a one-foot square con—
crete plinth, roughly 5 feet tall, sitting on top
of 4—foot square foundation footings bur-
ied two feet below ground surface (BGS).
There will be roughly five to seven survey
monuments located around each dam and
the Cushman Dam No. 1 spillway. Multiple
survey prisms will be constructed on each
dam and associated spillways. The prisms
will be constructed using concrete and non-
corrosive metals an area less than one (1)
square foot and will be under six (6) inches
tall. These monuments and prisms will im—
prove an existing Dam Safety program used
to monitor normal dam deflections. Loca-
tion: Project work will occur at the Cushman
Hydroelectric Project on the North Fork of
the Skokomish River in Mason County.
Cushman No.1 Dam and Spillway are lo—
cated in Parcel Number 422050060000 and
Range 4W, Township 22N, and Section 5.
The project coordinates for the Cushman
No. 1 Dam are 47.4227 N Lat, —123.2227 W
Long. The project coordinates for the Cush—
man No. 1 Spill way are 47.418120 N Lat,
9123225032 W Long. Cushman No 2 Dam
is located in Parcel 422168888888. Work
will also occur in parcels 422165000125
and 422165000127.All parcels are in Range
4W, Township 22N, Section 16. The project
coordinates for the Cushman N0. 2 Dam
are 47.3981 N Lat, -123.2016 W Long.
SEPA Public Information Center File No.
SEPA Number 202401917, Tacoma Re—
cord LU24-0067 City of Tacoma, Planning
and Development Services, has made a
preliminary determination that this proj—
ect does not have a probable significant
adverse impact on the environment. An
environmental impact statement (EIS) is
not required under RCW 43.21C.030(2)
(9c). This decision was made after review
of a completed environmental checklist
and other information on file with the lead
agency. This information is available to the
public on www.tacomapermits.org or upon
request. Comments on this determination
of environmental non—significance must be
submitted by 5:00 pm. on May 30, 2024 to
Tacoma Public Utilities/Generation, Attn:
Matt Bleich, 3628 S 35th Street, Tacoma,

this determination based on timely com—
ments and may retain, modify, or if signifi—
cant adverse impacts are likely, withdraw
