Expert Shoe Repair Shelton Third & Grove Warning The Children's Relief Fund, a Washington, D.C. organization, is continuing a mail campaign in Washington State and has not registered for charitable solicitation as required by law. Jack Nelson, director of the Department of Motor Vehicles whose Business and Professions Administration directs the charitable solicitation program, explained the Children's Relief Fund has repeatedly been directed to take immediate steps to comply with the act. Thus far it has ignored all such requests, he added. The Children's Relief Fund was first contacted in August, 1974, and twice since without response. The organization's request for contributions is' keyed to "providing emergency relief for Vietnamese children." The mailing asks donations for "medical eift pak~." Several personal gift tags are incl, lded in the mailing for the donor to sign. Nelson noted that with the exception of certain religious exemptions the Charitable Solicitation Act prohibits any person or organization from soliciting funds in the state by any means whatsoever before they are registered. He explained that the law is specific in detailing how much of the collection may be used for fund-raising costs. And the organization must make full public disclosure of the purposes for which funds are solicited and their actual use. Nelson stressed the public should be aware that while the Children's Relief Fund's stated goal may be a worthy one, the organization has not complied with the State Charitable Solicitation Act and currently is illegally soliciting in the state. Power above laws Nulla potentia supra ieges esse debet. No power should be above the laws.
