Budget Billing is a convenient tool that averages a customer's previous year's electricity consumption. Based on the average, :ustomers pay the same monthly bill amount June through April, with May being the settle-up month. Customers who have been at a residence for twelve months and whose accounts are current may qualify. There are no income guidelines and no extra charges. In January, Saint's Pantry started providing grocery bags to feed 115 Shelton School District students on weekends, when they can't get free breakfasts and lunches at school. Saint's Pantry Commu- nity Outreach Coordinator Patty Russell said she and her husband Steve Rus- sell, the executive direc- tor of Saint's Pantry, had no idea how many Shelton children are homeless, or go hungry on weekends. "We had no idea until we were in a meeting," Patty Russell said.
