Department of Agriculture is considering several proposals to strengthen its National Forest timber sale procedures following an internal review that uncovered weaknesses that could result in theft of government logs, it announced this week. Among the proposals are a general tightening of the log accountability requirements nationally to include better identification of Forest Service logs, tighter controls on log removal receipts, and more stringent contract language to deal with violations. Forest Service Chief John R. McGuire said the procedures would be amended in July after the proposed changes have been circulated among interested parties. McGuire, concerned that the system used to account for National Forest logs might not be fully effective, appointed a Forest Service team to examine the situation last fall. Many of the team's proposals can be implemented this year while others will take longer, he said. In its report, the team found that the log accountability system had become outdated in some respects. It noted that the system, in use for many years, was developed when log prices were far lower than now.
