ENGINEER'S ESTIMATE $140,000.00
Sealed Proposals will be received by
the undersigned at the Mason County De-
partment of Utilities, 411 North Fifth Street,
Building I, Shelton, Washington 98584, up to
3:D0 p.m.; local time on Friday, July 6, 2007,
for furnishing the necessary labor, materials,
equipment, tools, and guarantees thereof
to construct Hartstene Pointe Wastewater
Treatment Facility Ouffall Pipe Bursting.
Work under the project shall include the
pipe bursting of approximately 700 lineal feet
of the existing 6-inch cast iron outfall pipe and
replacement with 8-inch OD HDPE DR 11
pipe. The project includes, but is not limited
to, furnishing the necessary labor, materials,
equipment, tools, and guarantees thereof to
complete the work.
The Work shall be physically complete
within 90 calendar days after the commence-
ment date stated in the Notice to Proceed. All
bidding and 'construction is to be performed
in compliance with the Contract Provisions
and Contract Plans for this project and any
addenda issued thereto which are on file at
the office of the Mason County Department
of Utilities, Shelton, Washington.
The Proposals will be publicly opened
and read aloud shortly after the time and date
stated above. Proposals are to be submitted
only on the form provided with the Contract
Provisions. All Proposals must be accom-
penied by a certified check, cashiers check,
money order, or bid bond payable to the "Ma-
son County" and in an amount of not less than
five percent (5%) of the total amount bid.
Contract Provisions and Contract Plans
may be examined at the office of the Mason
County Department of Utilities, local plan
centers in the project area, or the office of the
Project Engineer, Gray & Osborne, Inc., (Se-
attle at 701 Dexter Avenue North, Suite 200,
Yakima at 107 South 3rd Street or Olympia
at 2102 Carriage Drive SW, Bldg. 1, Suite
102). Copies of the Contract Provisions and
Contract Plans may be obtained only at the
Seattle office of the Project Engineer, Gray
& Osborne, Inc., 701 Dexter Avenue North,
Suite 200, Seattle, WA 98109. A list of plan-
holders will be made available, by request,
through the Project Engineer's office, via the
U.S. mail.
Questions regarding technical issues and
the bid process shall be directed to the Gray
& Osborne Project Manager, Mr. Harry Sell-
ers, P.E., at (206) 284-0860 during normal
business hours.
A Prebid Conference is scheduled for
Thursday, June 21, 2007. The conference
will begin at the Wastewater Treatment Facil-
ity located at Chesapeake Drive, Washington
at 1:30 p.m. (local time). Prospective bidders
are encouraged to participate.
MBE/WBE Requirements - This project
is subject to MBE/WBE participation. Small,
minority, and women owned firms are en-
couraged to submit bids. MBE goals are 8
percent for purchased goods and are 10 per-
cent for purchased services. WBE goals are
4 percent for purchased goods and services.
The County is an Equal Opportunity and Af-

with funding agency requirements for

Financing of the Project has been provid-
ed in part by the Washington State Depart-
ment of Ecology State Revolving Find (SRF)

est responsive, responsible bidder as it best
serves the interests of Mason County.

Sealed bids will be received by the
Skokomish Indian Tribe, N. 80 Tribal Cen-
ter Road, Shelton, WA 98584, ATTN; Steve
Dunk,,untia no later than 4:30 p.m. on June
21,2007 for the general contract for the con-
struction of a sidewalk on Tribal Center Road
starting at Highway 106 and running the dis-
tance to the Head Start Building on Reserva-
tion Road in Mason County, Washington. This
Project provides for roadway/intersection/
sidewalk construction which includes improv-
ing existing Tribal Center Road, Reservation
Road and the Shaker Church parking area;
the existing Head Start School access onto
SR 106 and Reservation Road, and the ex-
isting Tribal Natural Resource center parking
lot will also be improved. Work will include,
but not limited to, paving, sidewalk, curb and
gutter, storm drainage conveyance systems,
wetland and storm water pond excavation,
illumination systems, pavement markings,
permanent signing, traffic control, and other
work shown on the Plans and described in
the Contract Documents.

Budget Transfer and Notice of Hearing
WHEREAS, by reason of conditions
which could not be reasonably foreseen at
the time of making the budget for the year
2007, it is necessary to make provision for
a budget transfer to the budget for the Cur-
rent Expense Fund as required by RCW
36.40.100 due to increases in the salaries
of the Superior Court Judges, the District
Court Judge and the Court Commissioners;
and due to 2007 wage and benefit increases
for the IWA Sheriff's Support Staff/Correc-
tions Bargaining Unit. These transfers will be
from the Ending Fund Balance in the Current
Expense Fund to the District Court, Superior
Court, and Sheriff Departments.
THEREFORE, BE IT RESOLVED by the
Board of Mason County Commissioners:
That the 26th of June 2007 at the hour

Sealed Proposals will be received by
the undersigned at the Mason County De-
partment of Utilities, 411 North Fifth Street,
Building I, Shelton, Washington 98584, up to
3:D0 p.m.; local time on Friday, July 6, 2007,
for furnishing the necessary labor, materials,
equipment, tools, and guarantees thereof
to construct Hartstene Pointe Wastewater
Treatment Facility Ouffall Pipe Bursting.
Work under the project shall include the
pipe bursting of approximately 700 lineal feet
of the existing 6-inch cast iron outfall pipe and
replacement with 8-inch OD HDPE DR 11
pipe. The project includes, but is not limited
to, furnishing the necessary labor, materials,
equipment, tools, and guarantees thereof to
complete the work.
The Work shall be physically complete
within 90 calendar days after the commence-
ment date stated in the Notice to Proceed. All
bidding and 'construction is to be performed
in compliance with the Contract Provisions
and Contract Plans for this project and any
addenda issued thereto which are on file at
the office of the Mason County Department
of Utilities, Shelton, Washington.
The Proposals will be publicly opened
and read aloud shortly after the time and date
stated above. Proposals are to be submitted
only on the form provided with the Contract
Provisions. All Proposals must be accom-
penied by a certified check, cashiers check,
money order, or bid bond payable to the "Ma-
son County" and in an amount of not less than
five percent (5%) of the total amount bid.

is subject to MBE/WBE participation. Small,

couraged to submit bids. MBE goals are 8
percent for purchased goods and are 10 per-
cent for purchased services. WBE goals are
4 percent for purchased goods and services.

2007 BUDGET
Budget Transfer and Notice of Hearing
WHEREAS, by reason of conditions
which could not be reasonably foreseen at
the time of making the budget for the year
2007, it is necessary to make provision for
a budget transfer to the budget for the Cur-
rent Expense Fund as required by RCW
36.40.100 due to increases in the salaries
of the Superior Court Judges, the District
Court Judge and the Court Commissioners;
and due to 2007 wage and benefit increases
for the IWA Sheriff's Support Staff/Correc-
tions Bargaining Unit. These transfers will be
from the Ending Fund Balance in the Current
Expense Fund to the District Court, Superior
Court, and Sheriff Departments.
THEREFORE, BE IT RESOLVED by the
Board of Mason County Commissioners:
That the 26th of June 2007 at the hour
of 6:30 PM in the Mason County Commis-
sioners Chambers at Courthouse Building I,
411 North Fifth Street, Shelton, Washington,
is hereby fixed as the time and place for a
public hearing upon the matter of a budget
transfer in the 2007 Budget as follows:
From: Ending Fund Balance Current Ex-

To: Superior Court $10,909; District Court
$3,261 ; Sheriff $103,767.
