Starting as early as July 5, parts of
state Route !08 and West Kamilche
Lane could close as construction crews
restore Little Skookum Creek to a more
natural state.
The Washington State Department
of Transportation plans to remove an
existing culvert on the creek, which
crosses under state Route 108 in Ka-
milche, and replace it with a box cul-
vert to improve fish passage.
"It's primarily considered a fish bar-
rier due to surface depth," said Steve
Busche, assistant project engineer
for the department of transportation.
"During low flows, they had a problem
with that."
To keep traffic flowing, crews will
temporarily widen a portion of state
Route 108 near U.S. Highway 101 and
realign lanes to keep traffic flowing and
give crews enough room to build the
new culvert, Busche said.
The current pipe culvert will be
replaced with a 95-foot-long, 20-foot-
wide, 10-foot-tall box culvert, a four-
sided pipe. Busche said the bottom of
the pipe will be buried into the ground

and covered with gravel to mimic a
stream bed.
WSDOT plans to reduce speeds to 25
mph on state Route 108 between mile-
posts 11.8 and 12 during construction.
The project is slated to take all sum-
mer and is scheduled to be completed
Oct. 1.
Busche said the project will cost
about $2.8 million, including design,
right-of-way work and actual construc-
tion.
Beginning July 5, West Kamilche
Lane near the construction site will be
closed. The closure is expected to last
throughout the construction.
Drivers should look for alternate
routes, such as exiting U.S. Highway
101 at Southeast Lynch Road in Taylor
Towne and driving south on West Ka-
milche Lane.
On July 11-14, crews may take state
Route 108 down to one-way, alternat-
ing traffic from 6 p.m. to 9 a.m. the fol-
lowing morning.
The project is part of a statewide
fish passage project for WSDOT. In
2013, state courts ruled that the state
must not build or operate culverts that
hinder fish passage, such as the culvert
on Little Skookum Creek, under state-
maintained roads. As a result, WSDOT
has replaced or plans to replace more
than 800 culverts in Western Washing-
ton.
At many of these locations, the
culverts are too small to allow fish to
migrate upstream or downstream as
necessary for growth and reproduc-
tion.
