'I development, the residence has to have been built and occupied by December 27, 1977. As qualifying conditions tile EPA sets other requirements as foil ows: • The applicant must show that the cost of the proposed system will be less than the cost of central collection and treatment. • A public body (such as a sanitation district or public services district) must apply for the grant on behalf of a member requesting such individual installation. • If ownership of the equipment is to be private, the public body must certify that public ownership is feasible. • The public body which applies for the grant must guarantee that the treatment works and will be properly operated and maintained. Toilets may not be the most popular subjects for polite conversations, but for people living where traditional septic systems are not feasible, alternative methods for treating sewage may be of prime concern. And other residents might take an interest in alternative types of toilets to escape the rising costs of individual septic systems. With the intent of passing along information on alternative sewage disposal systems to local residents, the Port of Allyn commissioners invite'd a representative from a Seattle firm handling such systems to speak at their meeting last Wednesday. When it comes to waterless sewage disposal, Carl Tidd said there are two basic types of systems available. One method uses incineration, while the device is the time it needs for the burn cycle. This means that the toilet is out of use for four to five hours every day, but" incineration can usually be done at night. Biological decomposition toilets are a more recent development. They rely on a heater and draft fan system to speed up the process of composting by microorganisms within the toilet. Residue from the toilets can be worked into soil as fertilizer. Both types of systems claim to be odorless and are considered pollution free. Although the port commissioners appreciated receiving the information, they were disappointed to learn that neither type of system can be used to solve their continuing problem with sewage disposal at the Allyn docksite. Incinerating and decomposing toilets won't help the Port of Allyn the chemical privy currently in use at the Allyn dock. But availabl, funds should encourage homeowners living near pollutable water to examine use of such alternative sewage treatment systems. second, morerecentiydeve]oped e lftbesystemservicesmore Both systems require Historical Society sponsors types, rely on accelerated than one household, the public continuous maintenance to decomposition to process the body must also establish a function properly and are not system of user charges so each sewage, recommended for applications Although initial costs for recipient of sewageservice pays where uncontrolled use is annual potluck dinner today such waterless systems run high his proportional share of anticipated. - around $1,600 for an operation, maintenance costs and Currently, the port is using a incinerating plant and $900 for the eventual replacement of chemical toilet to dispose of Mason County Historical equipment. Despite the governmental jargon and procedures, residents of Mason County living in rural areas far from municipal sewage systems - especially those living near water sources - should stand a good chance at gaining the funds if they're willing to endure the paperwork. As for tbe alternative devices themselves, both types can be used for the borne. Incinerating systems have been used for years in place of conventional chemical toilets at remote jobsites. Typically, they rely on a propane-fueled burn-chamber to reduce waste to an ash residue. One of the inherent limitations to an incinerating decomposers - recently established provisions of the federal Clean Water Act of 1977 are making these alternatives more economically attractive. Sections of the act, signed last December, state that "under specific conditions" sewage treatment devices serving individual homes are eligible for Environmental Protection Agency grants. Under these provisions homeowners who qualify can receive up to 75 percent funding to install "alternative or • unconventional" sewage disposal devices to: replace failing septic systems. Because the funding program is designed to serve existing housing rather than future n!! sewage at its Allyn dock facility. The commissioners say they will continue to search for an alternative. Davis resigns When school resumes this fall, North Mason High School will have a new principal. Art Davis, the current principal, has submitted his resignation for consideration at tonight's school board meeting. Davis plans to relocate in San Antonio, Texas, where he will become a partner in a fastfood enterprise. Superintendent Norm Sanders said no problems existed between Davis, other administrators or the school board and the unexpected Society will sponsor its annual potluck picnic today starting at 6 p.m. in the Belfair State Park. Those attending are asked to bring either a hot dish, salad or dessert, along with eating utensils. Coffee and lemonade will be provided. Members and guests are both invited.
