Fisher explained that the $8,000 difference between the expected revenues and disbursements will go into transportation reserves, restricted cash reserves and an unrestricted cash reserve. Under expected expenditures, Fisher singled out pupil transportation costs as one of the most significant increases since the district will be funding to-and-from busing for the entire coming school year. Basic education program improvements also account for a large part of the increase. Most of these additional costs will be offset by funds from the successful special levy last spring. Additions to the basic education program, in keeping with the board's directives, include the following new positions: one half-time teacher in kindergarten, one full-time in fourth grade, one third-time in junior high, four full-time in the high school, and one half-time librarian in the high school. Other additions include reserves for salary improvements and stipends for curriculum committee, audiovisual director and extracurricular work. Following Fisher's presentation, the board took no major action on the budget proposal. The board will make its final decision on the proposed budget at a special meeting next Thursday. The board did vote that $7,900 it had set aside in the building fund for a new well supply at the high school-middle school campus be transferred into the general fund. Board members said the amount is far below the total amount needed to purchase a new supply and would be included in the bond issue anyway. In other business, the board accepted the resignation of High School Principal Art Davis. In his resignation, Davis said he will be moving to San Antonio, Texas, to pursue a management opportunity in a fast-food franchise. Based on the results of a bid opening prior to the meeting, the board awarded a contract to supply the district with a new school bus to low-bidder Transport Equipment of Seattle. The board also gave Superintendent Sanders permission to finance purchase of the bus over a four-year period. Sanders explained that the district would "save money" this way because the cost of school buses is climbing faster than interest rates. Price-tag for the 72-passenger Gillig bus will be $66,375. Buz Sawyer, chairman of the Theler Recreational Advisory Committee, told the board that there has "apparently been some mix-up" with the Navy CB battalion that was expected to begin work on a second playfield at Theler Field last June. was "news to me." Sawyer says he will try to contact the officer again and set up a new date for the construction work. He also told the board that Northwest Environmental Consultants contacted him and said they will begin drawing up a pro-plan for the other proposed Theler recreation fields. Virgil Timmerman, manager for the Port of Dewatto, appeared before the board concerning the port's request to lease the school district's land in Dewatto so a local recreation area could be developed. Superintendent Sanders said that no "serious legal barriers" existed to prevent the school district from leasing the land to the port. But he also said he had been in contact with the state DNR about trading the land in question, which was unsuitable for a future school site, for land which would be suitable. According to Sanders, the DNR said it did not have the funds for developing any new recreational facilities. But Sanders also said the DNR was "open" to the idea of trading with the school district, then having the port develop the recreational facilities under a lease. Timmerma'n and Sanders agreed to set up a meeting with a representative from the DNR within the next few weeks.
