The latest southern bypass designs are nearly identical but with different emphasis. The S-5 design places traffic primarily on existing State Route 3 and treats the new bypass as a secondary route. The S-6 approach would place traffic primarily on the new bypass while treating State Route 3 as a secondary route for motor- ists. Officials released four alterna- tives at the north end and south end of the bypass in January. During an open house in April, county officials and Allyn resi- dents raised objections to all but one of the southern alternatives, known as S-1. That alternative, which located the intersection of State Route 3 and the bypass near the school district bus barn, was somewhat agreeable because it allows for a Rasor Road con- nection and was far enough away from the Allyn Urban Growth Area boundary. The other earlier alternatives also posed problems to the school district which plans to use 40 acres of land off of State Route 302 for future expansion. THE NEWLY proposed alter- natives would shorten the length of the bypass, but also indicate the need for a new bridge struc- ture over the railroad tracks. The S-1 proposal is predicted to cost about $36.3 million, S-5 would cost about $31.6 million and S-6 would cost about $35.2 million. All of the alternatives call for impacts to various residences. S-1 would affect the Alta Vista neigh- borhood and require a frontage road to serve some of the homes located there. The S-5 option calls for a small portion of State Route 3 to be turned into a frontage road to serve Judy Lane. S-6, while im- pacting some homeowners, mean- while, does not include the need for any frontage roads.
