"Some military personnel," he quipped, "had a different inter- pretation." The Navy Seabee Veterans of America (NSVA) organization, he says, has 5,000 members and two local subgroups, known as is- lands, in Washington. Island X-1 York, in 2000 and in Saint Cloud, is located in Seattle and Island X- 2 is based in Tacoma. The nation- al organization, he said, has issued scholarships to 87 stu- dents.
