Timber Management Discussed
Contrasting views on the
management of timber resources
on federal lands were presented
Wednesday to 500 lumbermen
from the 12 Western Wood
Products Association.
ltarrison Loesch, Assistant
Secretary of the Interior for
Public Land Management, made a
strong plea for balanced use and
optimum productivity of some 40
million acres of commercial
forests under his department's
jurisdiction. Annual production
on these lands exceeds 1 billion
board feet, Loesch said.
Edward P. Cliff, Chief of the
Forest Service, answering 15
questions directed to Secretary of
Agriculture Clifford Hardin,
forecasts only a 5.7 billion board
foot increase in national forest
productivity by 1978 to a total of
19.5 billion board feet. There are
more than 96 million acres of
commercial forests in the national
forest system.
Loesch said Interior
Department goals "consider that
the public interest includes the
fulfillment of all the insatiable
demands for natural resources -
more wood fiber, more water,
more recreation, more forage,
more fish and wildlife, more plain
peace and quiet out-of-doors. We
don't consider that these goals are
necessarily incompatible."
The Interior spokesman spoke
of the likelihood of forests falling
short of meeting the country's
wood fiber needs by 1985 with a
significant gap by the year 2000.

government timberland managers
to apply more energy to
intensified, high yield forestry
practices.
Cliff devoted considerable
comment in defense of what the
industry has often criticized as
the hypersensitivity of the Forest
Service to pressure for land
withdrawals for recreational uses
which exclude commerical timber
harvesting. Ite said most of this
pressure comes from
preservationists and
recreation-oriented groups.

is related to mistakes made by
land and resource managers, but
more often it is related to the
unsightly appearance of roadsides
and harvest areas.

in emotional and psychological

scattered through Bureau of Land
Management forests which often
face economic deprivation when

withdrawn. Ile said that optimum
harvest productivity must be
attained if the nation is to meet
its housing goals in the next
decade and beyond.

is gaining people while
withdrawing land for single uses.
"If you can prove to these
additional people that everyone
can use the same land, maybe
they won't be so easy to persuade
the next time a land withdrawal
proposal conies up," he
