The Wuslfington Stute Landlord-Tenant Act has been in effect since July of 1973. It ha. been seen as both a comprehensive, progressive piece of legislation and, as a jtunbled-up and poorly drafted bill giving ineffective remedies for both sides. No matter how it is seen. the Act does away with some of the worst of the powers landlords have had in the past. It is now prohibited for the landlord to hold personal property until the rent is paid. Nor can a landlord lock you out of your rental or leased property. Also, some minimum standards of habitability have been established and procedures provided for correcting housing defects have been set. The general requirement is that the landlord keep the tenancy fit for human habitation. Roofs, floors, walls, and other major structural components must be kept in safe and reasonably good repair. Adequate locks and keys must be provided. Electrical, plumbing, heating and other facilities and appliances supplied by the landlord must be maintained in good working order. The premises must be kept weather-tight. The landlord is required to supply adequate heat, water and hot water as required by the tenant. If these requirements are not met, the tenant must notify the landlord in writing of the defect. Except where circumstances are beyond the landlord's control, the repair must begin within 24 hours if the tenant is deprived of water or heat or the defect is hazardous to life. The work must begin within 48 hours if hot water or electricity are not provided" and within 30 days in all other cases. Subject to strict rules, the tenant can take one or more of the following procedures if the landlord does not correct the deficiencies.
