Port of Allyn commissioners unani-
mously approved the port’sproposed
budget for 2021 on Oct. 12.

opened by noting-that the Port’s BIAS
software finally seems to have been
programmed properly.
In a separate interview with the
Belfair Herald, Coppola explained
that the port switched to BIAS in
2018, and initially experienced “hor—
rendous problems” with the software,
which operates using BARS (Budget—
ing Accounting Reporting System)
numbers.

to track each part of your budget,”
Coppola told the Herald. “Every reve-
nue and expense has a BARS number
next to it.”
During the Oct. 12 port commission
meeting, Coppola noted that BIAS
misassigning BARS numbers had
shown District 1 Commissioner Judy
Scott receiving more than $10,000 in
meeting payments, when the correct
total was slightly more than $3,500,
in line with her fellow commissioners.
“That $10,000 number was the to-
tal of all three commissioners,” Coppo-
la said. “We found a lot of these kind
of problems, and thanks to the help
of Jann Lusignan, we’ve corrected all

Coupled with the deletion of line
items the port has never used, Cop-
pola declared to the port commission,
“This is undoubtedly the cleanest,
most accurate budget we’ve had since
switching to BIAS.”
Within the budget itself, Coppola
noted the Industrial Development
District fund balance is lower than
last year, because the port borrowed
from it to purchase the Ogren prop-
erty, but he predicted the IDD fund
would be replenished as water fund
reserves grow, and would be com—
pletely funded to its previous level by
the end of 2021, “and that is our top

According to Coppola, the budget’s
totals page has been revised to make
it easier for port commissioners and
the state auditor to read and under-
stand.
“Everything is balanced,” Coppola
said. “The state pool totals are at the
bottom.”
Coppola further explained the
capital budget, except for Sweetwater
Park, reflects the year-to-date status
of the grants the port has in progress.
