Remembering those who served,
A four-day observance of Vetermm' Day
began on Friday with gatherings at
schools in Mason County. J.D. Johnson,
upper right, plays "Taps" beneath'the
Stars and Stripes at an assembly held
Friday at Oakland Bay Junior High
School. Among those listening in memory
of those veterans who have passed away
was Terry Dittmer, lower right, who
served in the Navy from 1968 to 1972.
Observance continued on Sunday with
the annual 11/11 Breakfast, a throwback
to the time when the armistice to end
World War I took effect at the 11th hour
of the 11th day of the 11th month of 1918.

gathering at Memorial Hall. Observance
continued on Monday, which was a
day off from school and work for many
people.
No Child rule could mean cut in schools staff
The Shelton School Board
heard a report on Tuesday by Gaff
Straus, the district's assistant di-
rector of Special Services, about
federal title programs.
The district receives funds in
six title programs, which range
from Even Start to education for
homeless students.
The largest of the programs is
Title IA for improving basic edu-
cation. The district will receive
$747,186 under that program for
the current school year. The funds
are used to pay for 6.2 full-time
equivalent teachers, 80.75 hours
per day in educational assistants,
as well as training, materials and
parent involvement at the three
elementary schools.
Funds are allocated to the dis-
trict based on poverty based on
U.S. Census data. Funds are al-
located to the elementary schools
based on the number of children
who qualify for free and reduced
lunches. The federal allocation to
the district has decreased in each
of the past four years despite the
fact the percentage of children
qualifying for free and reduced
lunches has increased, Straus
pointed out.
Because of possible sanctions
under the No Child Left Behind
Act related to state testing results,
the district could be forced to use
$75,000, or about 10 percent of its

said. "It means cutting staff."

Urban Growth
The Mason County Commission
will conduct a public hearing Tues-
day on the Shelton Urban Growth
Area Subarea Plan.
Work to developing the plan
began in 2002 and the next year
the county and the City of Shelton
signed a memorandum of under-
standing that outlined the com-
prehensive planning process. After
some delays, the county completed
an update to the county compre-
hensive plan by late 2005.
This included a new population
allocation for Shelton for the 20-
year planning horizon. As a result,
the city reassessed the capacity
of designated residential lands to
ensure that the residential growth
built into the draft plan aligned
with the new population target. It
then determined that the residen-
tial development capacity in the
plan was much greater than the
allocated population and needed
to be reduced. The boundary &the
urban growth area has been re-
fined to address the situation of a
number of split parcels.
Last year the city began a new
phase of the planning process with
an updated capacity analysis and
a draft of a future land use plan.
Earlier this year the city hosted a
series offour open houses to spread
information about develo
to the public. Issues
during this process are
in changes to the draft
and land use plans.
City officials conducted
hearings about the proposed:
in May and October and hav
cided to wait for adoption i
after the county has comple
public process. The
hearing will begin at 9:30
November 20 in Building I a
North Fifth Street in down
Shelton.

CHECKYOUR BOOTS?
The constant velocity joints (CVJ) found on the drive sha
of front-wheel-drive vehicles are designed to provide consister
drive-shaft speeds regardless of the operating angle of
joint. The CVJs are protected by rubber boots, which shouli
be inspected at each oil change. If the boots are damaged, tl
resultant leak will allow the erease that lubricates the Joint r
