was to cancel the grant when
other purchasers closed sales
on the properties, but the
port never followed through
and the grant was still pend-
ing. RCO later approved the
grant, starting the effort to
add the "park." Both current
owners of the properties de-
clined to sell. The port now
pursues only Mr. Bianchi's
two properties, though he's
repeatedly refused to sell.
The port's paying for ap-
praisals hoping the amount
offered will change Mr.
Bianchi's mind. If a price
cannot be agreed upon, the
port plans to pursue eminent
domain. This is an abuse of
eminent domain, as the park
is not needed for the public
good. Moving a power pole at
a fraction of the cost would
create adequate space for
turnaround.
