BROWN HAIR & BROWN EYES
THOMAS GIBSON was recently re-assessed/re-evaluated and is still
found to be a level 3 sex offender. He is required to register after pleading
guilty on 2/28/1991 to both Attempted Child Molestation Ist Degree and
Indecent Exposure, Mason County Superior Court cause number 91-I-
00094-8. The Attempted Child Molestation conviction stems from
GIBSON at age 23 sexually assaulting an 8 year old little boy he knew,
while staying at the victim's house. The Indecent Exposure conviction
stems from GIBSON exposing himself to an adult female neighbor and her
young children. In 1991, GIBSON was reported to be sexually
maladjusted, sexually aggressive, and at risk for further sexual assaults. On
8/26/1993 GIBSON pied guilty to Communication with a Minor for

LEVEL 3 NOTIFICATION OF TRANSIENT STATUS
Date: November 30, 2012 Prepared by: Detective William Adam Bulletin#: 12-54
The Mason County Sheriff's Office is releasing the following inlbrmation pursuanl to RCW 4.24.550 and the Washington State Supreme
Court decision in State v. Ward which authofizcs law enforcement agencies to inform the public of a sex offenders release when; in the
discretion of the agency, the release of in fonnatimt will enhance public salbty and protection. The individual who appears on this notification
has been convicted of a sex offense thai requires registration with the Sheriff's Office in the county of their residence. Further. their previous
criminal history places them m a classification level which reflects the potential to re-offend. This sex offender has served the senteuce
imposed on him by the courts and has advised the Mason County SherifFs Office that he will be living in the location below. HE IS NOT
WANTED BY THE POLICE AT THIS TIME. THIS NOTIFICATION IS NOT INTENDED TO INCREASE FEAR, RATHER, IT
IS OUR BELIEF THAT AN INFORMED PUBLIC IS A SAFER PUBLIC. The Mason County Sheriffs Office has no legal authority to
direct where a sex offender may or may nnt live. Unless court ordered restrictions exist, this offender is constitutionally tree to live wherever
he chooses. Sex offenders have always lived in our communities, but it wasn't until passage of the C't mmunity Protection Act of 19~0
/which mtmdates sea qffender registration) that law enforcement even knew where they v, ere living. In many cases, law enforcemenl is uow
able to share that intbrmation with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offemlcrs will not be
tolerated. Further, such abuse could potentially end law enforcement's ability to do community notificatkms. We believe the only person
who wins if connnunity notification ends is the sex oflkmder, since sex offenders derive their power through secrecy.
If you have an}' intbrmation rfgardin~ eu rrent criminal activity of this or any other offender, nlease call 91 I.
