Such action is prohibited by the Rivers and Harbors Act of 1899, often called the Refuse act. That law makes it illegal to "throw, discharge or deposit... from.., any ship.., refuse matter of any kind.., into any navigable water of the United States." Coast Guard personnel who observe any trash being thrown into tae water will report the incident. These reports will be forwarded to the U. S. Army Corps of Engineers for action as provided by the 1899 law. Owners of vessels which violate this law may be liable for fines of $500 to $2,500. Loggers Attend Recent Meeting Floyd Hovey, State President of Washington Contract Loggers Association, of Hoodsport won first door prize on the first draw at the WCLA Chehalis Division meeting at Chehalis last Thursday night. Hovey, along with Erling Eastgard of Lilliwaup and Ted Parrish of Port Angeles, attended the Chehalis Division Loggers meeting and assisted Divisions President Ron Olson in organizing the meeting. Forestry Consultant Nelson 'Dee" Terry, reported on a Department of Natural Resources proposal connected with utility and cull logs included in State timber sales, it was decided that a rep of the Association would attend the DNR meetings regarding this proposal.
