Father Michael to leave "1 will leave with mixed emotions," declares Father Michael Feeney, Order of St. Benedict, who came to St. Edward's Catholic Church in June of 1973. "I love Shelton and its people and departure is difficult; on the other hand, my return to St. Martin's Abbey in Lacey will be like going home for me." Born in Bremerton and reared in Seattle, Father Michael attended St. Martin's College. He remained to join the religious community in St. Martin's Abbey. "I became a priest in 1946," he states, and I was a staff member of St. Martin's High School and later I served on the college staff. This was my life until I came to Shelton. "I came here," he adds, "knowing that according to custom I would not remain indefinitely. It was suggested by a superior that I accept another assignment a year ago, but I was able to stay on to complete certain projects. To compensate for this, the dosage is increased so that it can be determined if the compound has any cancer potential at all. If so, the necessary protective measures can be taken. For purposes of testing, what causes cancer in mice will cause cancer in men, even if the cancer in mice has been produced by large quantities of a substance. A substance is either cancer-causing or it is not. It is as dear as that. What is not clear is the precise amounts of exposure to produce constituency. I expect that this will subject us to closer public scrutiny than we have ever before experienced. Thus we are going to have to be scrupulously careful about the decisions we make, or we will leave the agency open to charges of insensitivity and bureaucratic lack of concern for the public. One of the problems we face in formulating a cancer policy is that even scientists do not understand exactly how or why cancer develops from exposure to carcinogens. However, all of us, regardless of how much or how little we understand, are entitled to a voice in formulating cancer policy, a cancer. When it comes to This situation disturbs me cancer-causing substances, there because I hear so many people is no "threshold" at which - ridiculing the results of rat tests with absolute scientific certainty as a factor in regulating - it can be said that a carcinogens, Many people seem cancer-causing substance may be to believe that the tests are enough to alter a human cell. TOSCA, as it is known, calls for compilation of an inventory of all chemicals manufactured or processed in the United States, with new chemicals added as they are introduced into commerce. This inventory should be completed this year. Some of the chemicals in the inventory have already been recommended by an interagency advisory group for testing to check suspicions that they can cause cancer and birth defects. Those substances for which substantial new uses are proposed, and those which are most toxic and have maximum human exposure or produce chronic effects will have highest testing priority. If a chemical poses an unreasonable risk, the law offers several regulatory options - depending on the degree of risk - including a ban, restriction of production, limits on use and establishment of labeling or disposal requirements to protect human health and the family program in religious education.
